I also had something similar and I found that when someone pried the carbs off they bent the bar that the idle screw is in so check that as well.

Also make sure all of the steel discs are flat not warped and the flatest side of the steels are facing outward

I just replaced my second gear and fixed the problem. It is a job but not bad. learned a few tricks along the way and have to thank Paul Civitello for his help with some short cuts. If you need help with information sometime in the future I would be glad to help!

I would say clean the carbs. probably jets are plugged.

Thanks guys. It ran the same way before the carbs were cleaned. I will disconnect the cables however I am pretty sure they are free.
