You may want to do a little more investigating regarding the washers & o-rings. Almost a certainty they are in place and you missed them...it's easy to do.
I don't measure the 15mm - 17mm....I use a pre-set gauge. Yamaha has a wet level gauge which is easy to make & usable with the carbs on the bike. Wet level check is the final word on your fuel levels.
I measure the air space between the top pf the float and top of the carb body. Factory spec is 15mm - 17mm. With the carb in the upright position, as it is when installed on the bike, the closer the float is to the top of the float chamber...the more fuel in the chamber....hence it becomes...
I use Marine Grade Stabil, the blue/green stuff in my generator which sits unused for months and sometimes a year or more with no carb issues whatsoever.
I keep the tank topped off.
