After much searching, I found that both Lockhart Phillips and Parts Unlimited are only importers. They don't sell to the public. (Correct me if I'm wrong.) I found a dealer in my home State of NC who deals with these companies.

My suggestion would be to adjust it at night. Get it close to where you think it's right, and go for a short ride and bring the adjustment tool with you. Safely pull over and adjust the headlight as needed until you get is the way you want it.
I had asked the same question to Tim Nash, the VMax Guru. As previously stated, there are two adjustment screws on the back of the head light assembly. See attached pics...
