Once every couples of tries when starting (especially when hot) I do seem to be getting the bag of rocks sound coming from the starter clutch. Should you NEVER get this sound when trying to start or is it time to look into the starter clutch?

Starts fine gets hot don't start, replaced battery didn't help took apart the starter worked for awile just rebuilt the starter still does it check the charging. At idle around 11.5 2000 rpms 13.5 did the wire fix with soder I'm stumped do the make a better after market starter and charging system
