1998 Rear Fender Removal

Was wondering if to replace the rear fender, does the rear tire have to be removed or just the seat?
 
I've removed all the panels and fenders from mine for painting, and put it all back together again. It's been a few years but I'm 97.45% sure you wont need to pull the rear wheel, I did not. Mine is a Gen1 so my answer is only applicable to a 1st gen bike.

I delicately placed a floor jack under the engine and lifted slightly and gently with the bike tied off to a rafter in case it slipped. Honestly I'm not sure you even have to do that but I did and it seemed to give me a little extra room to work with the rear suspension extended. I have an exhaust system that does not allow for a center stand and that is why I used a jack and tether.
 
No, you do not need to remove the tire. I'm running with no fenders.
