Upgrading to SS lines, bled rear brake with outside bleeder valve. Do I need to bleed with the inside valve as well? I opened it up and nothing came out...

The rear caliper is mounted in a different position causing an air lock when it is filled.

You can poke something down the hole in the caliper and see if you can get fluid moving.
It is likely that if there is rust blocking the hole, the caliper needs at least a strip and clean.
Brake fluid absorbs water, and rust is friends with water! So, if you can get fluid flowing out the bleeder, flush a lot of brake fluid through to get as much water and crap out that you can.

Make sure it is right!
FYI. You usually don't need any parts at all if you strip, clean and rebuild a caliper (Provided the pistons aren't rusty).
