Cleaning help needed

I have tried like hell to get these wheels cleaned and I have not been successful. I’ve tried using claybar, meguires ultimate all wheel cleaner, some chemical guys wheel cleaner, does anyone have a sure fire way to remove the stains and crap so I can get these wheels looking the way they should? Or do I need to commit to taking them off and having them painted or powder coated?

not sure if a light rubbing compound would be good but that is where i'd start then a good paint polisher
