The carbs have been sitting for a couple years, I'm going through the process of cleaning them this weekend. I thought it was odd how no gas was popping out of rant hoses or the right two carbs. What do you all think?

The 2 hoses are your overflow hoses so that would be normal when you have a stuck float.
 
Two years sitting with unstabilized gas is usually requiring a tear down and cleaning. Especially with ethanol in the gas. But, I've hung a float after trailering over huge bumps a few times. Or coming down hard off the loading ramp. A few whacks on the diaphragm cover with a hammer handle does the trick.

Stuck float yes, if banging it doesnt fix it, you'll have to open her up. After sitting, the fuel evaporates and the float drops and stick open. You have to manually clean it to get it to close.

The needle valve would be stuck open.
 
Old stinky gas will evaporate and corrode the parts and make them stick where they are.
