I bought two new signals for the front, one has three wires and works great. The other only has two wires and not flashing. My question is do I have to buy a new one or is there a way to make this one work? The bulb has only one filament too!
 
3 wires are for front. Signal, running light and ground.
2 wires is a rear signal.just power and ground. You could use it as a signal on front, plug the power wire on signal to signal wire on bike, but there'd be no running light.
 
I'd get another 3 wire light.
I know here in NY they do check to be sure the running lights work when doing an inspection.

I've got a stock one I could sell you for cheap. I'm in Canada.
 
I've got a number of options and offer the aluminum housings in a few color options and lens colors too. As noted the 2 wire and 3 wires are different areas on the bike.
 
New York does not require the front signals to be functional running lamps. My Max has aftermarket signals, not wired as running lamps in front, and have had no problem getting the bike to pass inspection.
