Just bought a 98 Max took it for an mot running a bit lumpy but generally ok. It’s come back ticking over extremely high approx 4000 rpm I can slow it to normal by forcing the throttle past normal closed position, I’ve tried adjusting the idle speed but no difference I feel sure they’ve done something simple to get the bike running without the choke but struggling to work out what any advice ?
 
Not enough slack in the throttle cables could cause it. The carburetors also may be installed improperly. Use the shop manual to check the procedure. Lack of proper synchronization, too. Also Parminio's suggestion. If someone tried cleaning the carburetors by soaking but didn't remove/open the choke piston gland nuts (bad), and then make sure the liquid was emptied, and some lubricant was on the pistons and their bores (good), they can quickly develop oxidation/corrosion.
