Epoxy-in a dime, that should increase the street value of that abused nag 🤭 by 47%! 😆😜

Go to a watch repair shop and match the cleaned-up hole (save the metal pieces) to a quartz watch glass. If you really wanna cheap-out, they come in plastic. But consider the value-added: "I have here a Patek-Philippe edition bike, yessir!"

I read somewhere that any glass can be cut with scissors under water.

Are you aware that's how the German word schnorkle came into-being? German glaziers wanted to be more productive, so they began using that to allow them to cut larger pieces of glass underwater.

I hesitate to post pictures of it done right (I think it's 18mm). I don't have any pics of just epoxy'd in smooth but have had them through here like that on rat bikes.

You could try cutting a piece of glass with a diamond hole saw, never tried it so don't know how accurate the diameter of piece will be.
