My European 102hp has more torque than an American 145hp?

Polishing I noticed that right air scoop has got a protecting grill obviously
Instead left one has got a grill but it's sealed internally with a plate
Is it this way originally or must be something done by previous owner?
Can I remove this back plate?

Yes normal.
That's how they come from the factory, one is solid but I forget which one, probably left side as that is where the relays and vboost live.

And they are decorative so don't gather air for the carbs.

Don't. As was already mentioned, that solid plate is there to keep water out should you ride in a rainstorm. A whole bunch of electrical parts are right below and behind that scoop.
