Question on washer for flywheel bolt

I used that nice thick washer in conjunction with my puller when removing starter clutch. It got smashed/bent/inverted. I went and got a very similar size thick washer (but not quite as thick as oem) and it looks like it will work. Only concern is tightening that flywheel bolt to 96 lb/ft...will my hardware store washer suffice? Got part number to order but hate to hold up reassembly if not necessary...

Also... any loctite on flywheel bolt when reinstalling?

I didn't see a torque value for the starter bolts (I know red loctite and peen ends)? How tight should I go (Milwaukee 3/8 electric impact or big nasty 1000 lb/ft 1/2 air impact)?

See p. 8-10 (p.380 of 405 pp. in the .pdf) Two lb/ft isn't likely to make much difference, but that's the figure I found.

Starter 1-way clutch M8 x 1.25 to 17 ft. lb (p. 381 of 405 pp.)
 
My paper manual said 96 but I didn't see a spec for starter bolts..thanks! I may just tack weld instead of peen if I can get a buddy to do it this weekend.
