How could an 11K mile bike achieve such a patina of neglect in so-few miles?

Where is the burrito-holder canister dashboard/instrument panel? I can't see if the matching-styling taillight is there either.

Too-much money asking-price. Five Benjamins, nothing-more.

I'll take a Norton Commander (used by U.K. police), their track-only rotary RC588 or a Van Veen OCR radial engine motorcycle.
