Stock adjustable needles?

So I was looking on bikebandit, and they have the california needles, or the 49 state needles. Are the California needles adjustable? If so, is that the only difference?

I've heard the Canadian needles are, not sure about Cali.

Believe only Canada needles are adjustable. EPA regs.

I couldn't remember, but I knew somewhere had em! So, how do you go about finding Canadian needles in Mississippi? I'm guessing they're hard to come by.
