Stronger throttle body motor for boost

Hi does anyone know where i can purchase a stronger motor or a shop to install one for my gen2? About 13psi of boost the blades wont open and im assuming the boost is over powering the motors. At 8 psi all is good so it relates to air holding them down some how.

Have the throttle-by-wire opening tables in the ECU been adjusted?

How do you know they are not opening all the way, are you logging the TPS signal?

Top is my throttle map so should be 100% throttle by 5500 rpms. The middle pic is what is suposed to be happening and the bottom is it coming in way too slow column c is rpm and b is tps
