I did the fix a while back and liked the result but actually what happened is that as the bearing racers set on a new bike re torquing the steering should be done ~ 6 month and every 6 months after that,this eliminates the wobble caused by loose steering head no matter if you did the fix or not.
The re-torquing is the key NOT the washer placement!
a few weeks ago I hit a pothole after which I felt some wobble so today I re torqued the steering and the wobble is gone completely.
apparently the racers gradually set and re torquing is required as a general maintenance service.
Tire pressure and the correct size tire also have an effect on a front end and also cause wobble.
