Looks-like a sidecar for the drum kit, the guy who should be the 'monkey' on that rig, poundin' the skins, would have been a great place for Gene Palma to be playing. What's the movie?

That looks like it is a large support to hold his cruise pegs (just below the red line). Might double as a crash bar but not sure it would do much though.
