If a measurement is right at the edge of a range what is the best policy?


Better to be on the loose end of the range for exhaust and tight for intake or other way around?
 
Always go to the loose side. Both intake and exhaust. As the valve seats and faces wear, they get tighter. If you start a little loose, you get better sealing and heat transfer when the valve closes.

A valve on the tight side spends less time seated in the seat = less heat dissipation. They also open to soon and close to late. In my experience with some engines minuscule valve adjustments can make a difference. A slight click is better than a burned valve if one must err in either direction.

Intakes get the benefit of a cool intake charge of air/fuel and the exhaust valves have to belch a hot firey mix of exhaust, I have replaced a lot more exhaust valves than intakes.
