Yes, it helps performance along a number of different rpm ranges. I still run it even on the dragbike

By altering the length of the stacks you can alter where maximun torque/ power occurs.

I’m familiar with velocity stacks, just never have seen a set up like this and trying to understand the purpose on this bike. I assume throttle must control the mechanism moving?

As I recall these don't function the same as a conventional fixed stack. These go up and down at least 3 or 4 times through the gen 2's rev range. This was something that was observed when Tim do the flash work for the battlestar bike trying to get the most HP out of it that he could.
