I think he means all cyl heads are the same except some years the head itself being silver rather than blk.
The 9X hp restriction has mostly to do with the absence of Vboost on some models for Japan, I believe. Here is a thread on that which should shed a little light. It only cost Japanese consumers 45hp to be in Japan, if I were a single man it's a price I would pay without a second thought haha.
