An ambitious project worth less than 1/2 of the asking price, I'd say. A stock XS11 is worth ~$3K USA and all the additional parts are really just there to entice someone to take the pile of crap bobber away.
What kind of fool is gonna fork-over $10K NZ for that? You can buy a good used Hyabusa for far less than that, and ride it to your heart's content. More power, less issues, and reliability this project will never display. Pass!

That looks like a really fun project, I had an XS 1100 back in the day. That looks like fun and many of the bits are even there. I have to agree that it is way overpriced but c'mon guys, how much fun would that be if it were priced at fair market value?
