repair

So, I got my first vmax a few months ago. Had some issues and I've ironed them out quite a bit. BUT one glaring issue im having is it is SLOW. If im going down the interstate, going 70 mph, I have to be all the way in 5th gear and sitting around 5000 rpm. Any ideas? Possibly a vacuum leak maybe?

1999 VMax Needle seat/sleeve has loosened up (unseated) from seat. Is it possible to repair without taking all four carbs out for bench work?
