Hey, Yes it is normal and i agree it does sound a little whinny on the highway. You can mod the bike with a venture final drive or larger rear wheel if it really bothers you but at the expense of acceleration. From what i understand it doesnt hurt anything. You might also want to see this...

Hey kj, Your light was so nice I went ahead and got a set for my max, hurt the budget but if they put out good light (its extreme winter here) it will have definitely been worth it.
