Last guess - Headlight adjuster.

No way lol. The space beyond the threads could possibly be fore a seal, and he don't want to say the threads so they are specialty threads, not a common one by the looks of them, I'm sure once we hear what thing thing is we are all gonna bang our heads lol. Could this just be a hoax?

The darned thing looks like a button for a door lock in a car, but he said it's for a bike...
If it's not a headlight adjuster then I'm out of ideas.
