Right Handlebar switche

can anyone tell me when you turn your ignition on do your lights come on ?. Seems that the previous owner installed a FJR1200-1300 right handle bar switch, when I went to replace the faded worn out one with a newer used V-Max one I noticed the diff. I have to manually turn on the lights, as well there is a seperate swithch attached to the bottom of the housing for my fuel reserve, is this typical of certain models, or just something the previous owner may have installed.

I know all my lights come on when I turn the key on. I just put in red bulb covers for my gauges and speedo. So I was monkeying around with it.
And the reserve switch is built into the housing, not attached to the bottom.
