Cooling System Question

If I read the repair manual correctly, the cooling system "drain" check valve (below the radiator) is supposed to be in the "OFF" setting while driving around? This has the valve in the closed position. I would think the valve should be "ON" in the OPEN position for full "flow". Book says to move to ON to drain system and back to OFF after refill. What say you?

That's correct; look at it this way. Is the drain valve on (drain the radiator) or off. I don't worry about the markings on the valve. I just make sure the metal ball shows in the upper window on the valve when in the drain position and in the lower window when in the normal "run" position.
