If you are going to buy a bike that the bank or credit union still has the title what do you do?

usually not a problem. Kansas (and I am sure other states) do not print titles out anymore unless there is no lienholders. Saves them paperwork to just transfer electronically to the next lienholder. Mainly set up that way for cars but applies to all of the vehicles sold within that state.
I'd go to the lien holder w/the current debtor, and pay the finance dept the balance due, and anything above that is the $ due the debtor.
Do NOT give the debtor whatever he's asking and expect that "when they send me the title, I'll sign it and send it to you!"
