Pilot Mixture Screws question

Ok... So I am trying to follow all the instructions for setting the pilot mixture screws and they all seem pretty straight forward, but I seem to have one problem that somewhat concerns me. When I turn each mixture screw in until the engine starts to stutter, the screws are almost all the way in. Is this normal? :confused2: I'm guessing I should just adjust them by ear and then buy some new plugs and ride it for about 20 miles and then pull the plugs for visual judgement and adjust from there. but what idle speed should I run it at for audible Pilot mixture test so I can hear the engine stutter? I didn't know if it was more noticable at a certain idle speed or if I should just leave it at 1000 RPM.
