Repacking slip ons

It's time to repack my Kerker slip ons. Is it better to pack the fiberglass tight around the baffle or loose around the baffle?

Something else to consider is that you can use stainless steel wool to wrap also , just get the fine stuff and it is pretty cheap also if money is an object that is . Most people I know complain if they need to spend $20.00 on the exhaust .
