Someone has to know what this part does!

Come on guys, MALEKO89 thinks it flicks oil in the shaft. I have no idea! I am putting my starter clutch back together and need to know for sure what this does and if it is suppost to hook or latch on somewhere. I know it goes in the inside of the bolt that holds the generater rotor on. it is part # 15. Thanks in advance! please help!!

Okay, checked the Clymer. They call it an oil wire.
