What is this mod?

I'm new to this forum, and almost a VMAX owner. I've been shopping around and ran accross one that I like. But I noticed this (pictured) on the engine. Can anyone tell me what kind of mod / fix / repair this is?

It's the tube / wiring that leads from just above the foot peg with the red end, zip-tied to the frame, running up behind the scoop.

That goes to the oil fill and that is a hose used for a k&n stage 7 kit. JIM
