For $200, I'd go for it. If the seller's being honest, it really doesn't need all that much work. A clutch slave cylinder, maybe a carb rebuild, and a battery.

Get it street-worthy again, give it a detail for retail and sell it for a grand easy. Even putting $250 into it, you'd still double your money.
