Broken Front Exhaust Header Flange

Hi all, I have inherited a 1995 Vmax with a broken front exhaust header flange (right side)
I am assuming the original pipes are double skinned and cannot be separated to allow the replacement of the flange.
Is this correct? Do I need to replace the complete header pipe?

Yes the factory pipes are double walled
