If i put my finger over the inlet tube of the fuel pump should it have enough suction to pull my finger against?It clicks and hums but i feel no suction
 
Wouldn't have thought so.
Pump has 2 non-return valves in it, so the diaphragm bounces back and forth, pulling the fuel through 1 valve, and pushing it through the other.
(I would think) without actual fuel in it, the no return valve seals would not be strong enough to give you suction.
To test, what I have done is pull the fuel hose off the carb entry, and put in a jar.
When you put the ignition on, you should have a steady, strong flow of fuel into the jar.

From my very limited experience of fuel pumps... they can push fuel very well, but can't "suck" it the best. I would try what cjmeg suggested and see if you have a good flow.
