Ive had good luck with a hefty hammer and a sharp flat chisel. You punch a notch on top of the bolt, then you place the chisel in the notch at an angle, gradually tap the bolt loose. Of course most bolts will have the lock tight crap on it, but it will come off, just work it around with the tapping of the hammer. it does work.
