Steering head bearing

Hi all,
just would ike to pick your brains.... I'm about to tackle the steering head bearing on my 88 Vmax. I have the workshop manual and I'm curious what the torque settings in the table (shown) mean?
Torque setting says - The Steering stem lower ring nut - First stage says 50nM.... then there is a second stage of 3nM. Does that mean 3nM on top of the original 50nM?
Hopefully this makes sense... maybe 1 too many bourbons.

First stage says 50nM, tighten to this setting.

Back off until nut is somewhat free.

Then re-tighten to 3nM.

This forces grease out of bearing a little and the rollers seat with the first number.

If this style of tool is not used, the torque readings will not be correct.
