Heat up steering head with what?

Hi folks:

What's the best tool to heat the steering head with in my quest to remove my bottom bearing race? (I'm assuming that a flame is unsafe for the paint.)

Who makes a good heat gun? Where to buy one?

If you have access to a welder, it is easier to weld a bead around on the inner race and it will almost fall out.

Yup, I do indeed know about the use of the weld, but sadly I don't know anyone who welds. Plus, I'd like to pick up a good heat source anyway...and I can try it in this case and see if it works.
