Can the front fork dust seal be replaced without a fork seal driver tool?

Can the front fork dust seal be replaced without a fork seal driver tool?

I used a 1 1/2" PVC coupling, putting the old seal between the coupling and new seal to keep from damaging the new one.

Yep... just get yourself the right sized PVC pipe and maybe sand/round off any sharp edges and a few light taps, and you should be good to go.
