Front axle - how tight to reassemble?

Swapped forks recently. What is the torque spec for the front axle?

Too tight and it puts stress on the wheel bearings and the wheel doesn't turn like it should. Too loose and I worry that it could work out because it doesn't have a lock bolt or clip.

Why doesn't yours have the clamping/locking bolt?

Yep, the pinch bolt is on the left fork lower by the speed drive.
