Help identify this spring setup?

I bought this 1992 used. It has progressive 412s in the back. And someone has been in the forks, because I'm sure the PVC didn't come from the factory...
But,
It's either stock springs with a "longer/shorter" spacer?
Or progressive springs with a longer/shorter spacer.
The spring does look progressive?
I took this one apart because it was leaking. The PVC tube is 4 1/2" long.

Looks like Progressive with their lowering springs installed too. They send PVC with their kit too.
 
Hmm? Well then, I guess I don't get to buy Race Tech.
I have one leaking, I supose I should replace the fluid in both to match. Replace both seals? Or don't fix what ain't broke?

Why can't you buy Race-Tech? I would... Wait... I did!

I would replace both seals but many will only replace what's broken...

Silkolene 15wt oil and you'll be golden!:banana:
 
I would speculate progressives but the stock are also a "pregressively" wound spring too.
